When a court case involves a "public entity," that term covers a wide range of government bodies. This includes countries, states, counties, cities, school districts, and government agencies, among others.

It does not matter if the government body is from the United States or from another country. As long as it is a government or government-run organization, it counts as a public entity under California law.
