Almost anyone can be a witness in a California court case. Age does not automatically stop someone from testifying, so even a child can take the stand if needed.

There are some exceptions written into other laws that may limit who can testify in certain situations. But as a general rule, no one is automatically blocked from being a witness just because of who they are.
