Rule 10.740 Responsibilities of the trial courts for temporary judge programs

Courts that use temporary judges are responsible for running a program to find, choose, train, and check on lawyers who can serve in that role. Each court must set this up on its own or team up with other courts to get it done.

This means that if you appear before a temporary judge, that judge went through a process set up by the court to make sure they were qualified for the job. The court is responsible for that process, not a separate outside agency.
