A. Definitions. In this section the following definitions apply: “RFC” means Request for Comment and, combined with a number, designates a numbered and published standards document which is the specification document of the Internet protocol suite, as defined by the Internet Engineering Task Force (IETF) and its steering group the Internet Engineering Steering Group (IESG). “RFC 791" means the publication of the IETF specifying standards for Internet Protocol. (J. Postel, author; dated Sep-01-1981; see also STD0005.) “RFC 793" means the publication of the IETF specifying standards for Transmission Control Protocol. (J. Postel, author; dated Sep-01-1981; see also STD0007) “RFC 821" means the publication of the IETF specifying standards for Simple Mail Transport Protocol (SMTP). (J. Postel, author; dated Aug-01-1982; see also STD0010.) “RFC 1521 and RFC 1522" means the publications of the IETF specifying standards for Multipurpose Internet Mail Extensions (MIME), as improved, amended and redocumented.
B. Arizona Judicial Information Network (AJIN) Standards.
1. By January 30, 2004, all courts shall comply with and use the international standards for information processing systems, open systems interconnection (OSI) except as provided in subsection (4) below. These standards are available through the American National Standards Institute publication ISO/IEC 7498-1:1994, entitled Information Technology Open Systems Interconnections/Basic Reference Model: The Basic Model (as amended). The standards serve as the basis for development and implementation of automation technology to connect to AJIN as required in ACJA §1-501, Court Automation Standards.
2. Any court connected to AJIN purchasing communications technology for existing and new automation systems after December 31, 1996, but prior to January 1, 2000, shall purchase technology that complies with and uses the standards described in subsection (1) above, or a court shall purchase technology that complies with and uses the standards of Transmission Control Protocol/Internet Protocol (TCP/IP) defined in RFC 793 and RFC 791.
3. Any court connected to AJIN purchasing communications technology for existing and new automation systems after January 1, 2000, must purchase technology that complies with the standards described in subsection (1) above, and must fully comply with the standards by January 30, 2004.
4. Any court purchasing email communications technology for existing and new automation systems shall purchase technology that complies with and uses the SMTP standards as defined by RFC 821 and the MIME standards, as defined by RFC 1521 and RFC 1522, available as public domain publications through the internet.
5. Recognizing the rapid advancements in technology, the Commission on Technology shall annually review these standards and recommend necessary changes. Adopted by Administrative Order 2001-10 effective January 11, 2001.
