Rule 8.911 Prosecuting attorney's notice regarding the record

When a criminal case is appealed, the prosecutor normally gets a copy of the court record. But if the prosecutor does not want that copy, they must act quickly.

The prosecutor has 10 days after getting notice of the appeal to file paperwork saying they do not want the record. They must both file this notice with the court and serve it on the other parties. If they do nothing, they will automatically receive the record.
