This rule is about what the Court Employee Labor Relations Rules do NOT mean. Just because these rules exist for court workers does not mean that Labor Code section 923 applies to them.

Labor Code section 923 is a California law that makes strong statements supporting workers' rights to organize and join unions. Court employees have their own separate set of labor rules, and this rule makes clear that section 923 does not apply to them just because those rules exist.
