L.R. 4004 – Obtaining Discharge after Case Closed without Discharge for Failure to File Financial Management Certificate. A debtor may file a motion to reopen a case in order to obtain a discharge where the discharge was not entered solely because the debtor failed to file an Official Form B23 or Official Form 423 (effective 12/1/2015) pursuant to Rule 1007(b)(7) and (c) of the Federal Rules of Bankruptcy Procedure.
