RULE 83.12 ADVANCE PAYMENT OF FEES Except as may now or hereafter be required or permitted by law, by direction of the Judicial Conference of the United States, or by special order of the court in exceptional circumstances, the fees required by Section 1914 of Title 28 of the United States Code will be paid to the clerk of this court in advance of filing the document or documents involved.
