Applications for certificates of appealability, motions for permission to file second or successive applications under 28 U.S.C. §§ 2254 and 2255, and any responses must conform to the format requirements and the length limitations of FED. R. APP. P. 32(a), and 5TH CIR. R. 32 as applicable.
I.O.P. TO FED. R. APP. P. 22 - SEE 5TH CIR. R. 27.3 CONCERNING EMERGENCY MOTIONS. WHERE THE DISTRICT COURT HAS GRANTED A COA, THE CLERK SHALL INCLUDE IN THE ORIGINAL BRIEFING NOTICE A DEADLINE FOR ANY APPLICATION FOR COA ON ADDITIONAL ISSUES, AND WHERE FEASIBLE, SHALL MAKE THE DEADLINE COEXTENSIVE WITH THE BRIEFING DEADLINE.
