In addition to the contents required by Federal Rule of Appellate Procedure 5(b)(1), the petition must begin with a concise summary of the compelling reason(s) an interlocutory appeal should be permitted. The reason(s) must be articulated in terms of the considerations—as set forth in the relevant federal statute or circuit precedent—that guide this court’s discretion in deciding whether to allow a permissive appeal. The summary shall not exceed 400 words and shall not count against the word limit set forth in Federal Rule of Appellate Procedure 5(c).
