Local Rule Section 4.05: Grand Jury Empanelment
D. Alaska — General rule
Section 4.05 Grand Jury Empanelment (See 28 U.S.C. § 1863(b)(8)) A centralized grand jury will be empaneled for this district in Anchorage. The empanelment of every regular or special grand jury will not be conducted in open court or within public view.
Composition of Grand Juries: A grand jury is to be empaneled for service in the entire district. The Clerk shall draw at random from the qualified wheel of each division a proportional number of prospective grand jurors as the Chief Judge may direct, in the same ratio that the number of registered voters in each division bears to the total number of registered voters in the combined divisions or in the district.
