LCvR 40.10 COMPLAINTS AGAINST JUDGES Title 28 U.S.C. § 351(a), authorizes the filing of complaints against United States circuit, district, bankruptcy, and magistrate judges who have "engaged in conduct prejudicial to the effective, and expeditious administration of the business of the courts" or who are "unable to discharge all the duties of office by reason of mental or physical disability."

Written complaints should be filed with the Clerk of the United States Court of Appeals for the District of Columbia Circuit, 333 Constitution Avenue, N.W, Room 5409, Washington, D.C. 20001.
