LCR 4-1. COMPLAINT, WARRANT, OR SUMMONS BY TELEPHONE OR OTHER RELIABLE ELECTRONIC MEANS
(a) A magistrate judge may issue a complaint, warrant, or summons by telephone or other reliable electronic means if the magistrate judge has been provided with the information required by Fed. R. Crim. P. 4, 4.1, or 9.
(b) An affidavit or other sworn statement in support of a complaint, warrant, or summons may be submitted by telephone or other reliable electronic means if permitted by the Federal Rules of Criminal Procedure.
(c) The judge who issues a complaint, warrant, or summons by telephone or other reliable electronic means must document the proceeding in accordance with the Federal Rules of Criminal Procedure.
