LCR 44-1. APPOINTMENT OF COUNSEL

(a) In all cases in which the defendant is entitled to appointed counsel under the Sixth Amendment or the Criminal Justice Act, the court will appoint the Federal Public Defender unless: (1) the Federal Public Defender has a conflict of interest; (2) the defendant expresses a preference for a different attorney; or (3) the court determines that appointment of a different attorney is in the interests of justice.

(b) A defendant who requests appointment of counsel must complete a financial affidavit on a form provided by the court.

(c) The court may appoint a panel attorney instead of the Federal Public Defender in appropriate cases.
