LR 4-1. SERVICE AND ISSUANCE OF PROCESS
(a) Unless the court orders otherwise, the clerk will not issue a summons in a civil action until the case has been assigned to a district judge and, if applicable, a magistrate judge.
(b) After the case is assigned to a judge, a summons must be issued for each defendant. Service must be accomplished under Fed. R. Civ. P. 4.
(c) If a party fails to effectuate service within the time period set forth in Fed. R. Civ. P. 4, the court may dismiss the action.
