LR IA 1-2. SCOPE OF THE RULES; CONSTRUCTION These rules are intended to supplement and complement the Federal Rules of Civil and Criminal Procedure. These rules must be applied, construed, and enforced to avoid inconsistency with other governing statutes and laws. Parts IA, IB, and IC apply to all actions and proceedings, except where Parts IA, IB, and IC may be inconsistent with rules or other laws specifically applicable to those types of actions or proceedings.
