LSR 3-5. SERVICE BY PRO SE PETITIONERS IN HABEAS CORPUS CASES
(a) A pro se petitioner in a habeas corpus case must serve all documents filed with the court on the respondent or the respondent's attorney.
(b) Service may be made by delivering a copy of the document to the respondent's attorney by first-class mail or, if authorized by the court, by electronic means.
(c) Each document filed by a pro se petitioner must include a certificate of service.
