LSR 3-6. SUBSTITUTIONS OF COUNSEL IN HABEAS CORPUS CASES A substitution of counsel in a habeas corpus case must be approved by the court. A motion for substitution of counsel must comply with LR IA 11-6. The court may appoint counsel for a petitioner in a habeas corpus case under 28 U.S.C. § 2254 or § 2255 if the interests of justice so require.
