Civ. RULE 81.1 NATURALIZATION All applications to take the Oath of Allegiance to the United States under the Act of June 25, 1936, as amended, before being presented to the Court shall be referred to the Immigration and Naturalization Service, for the purpose of conducting preliminary hearings thereon by a designated officer of that Service, and the submission of findings and recommendations to the Court. All such applications shall be heard only on days fixed by the Court for the hearing of other naturalization matters.
