7.6 Oral Argument.
(a) When Allowed. A party may (but need not) request oral argument on any motion. Unless otherwise ordered by the Court, however, all motions will be decided on the briefs without a hearing.
(b) Hearing by Telephone Conference. The Court may conduct hearings by telephone conference.
