Rule 3.1 Subsequent Litigation by Parties Proceeding In Forma Pauperis A party who has proceeded unsuccessfully in forma pauperis and had the costs of that litigation taxed against him or her must demonstrate that he or she has paid or made a reasonable effort to pay those costs prior to being authorized to proceed again in forma pauperis.
