Rule 81.1 Civil Rights Actions by Prisoners All complaints on behalf of state prisoners or pretrial detainees seeking relief under 42 U.S.C. § 1983 and federal prisoners challenging conditions of confinement shall be filed with the clerk in compliance with the instructions of the clerk and on the appropriate form available without charge.
