36-2. Demands that a Party Set Forth the Basis for a Denial of a Requested Admission A demand that a party set forth the basis for a denial of a requested admission will be treated as a separate discovery request (an interrogatory) and is allowable only to the extent that a party is entitled to propound additional interrogatories.

Commentary Under Fed. R. Civ. P. 36, a party is not required to set forth the basis for an unqualified denial.
