Local Rule 47.1: Grand and Petit Jurors
N.D.N.Y. — Civil rule
47.1 Grand and Petit Jurors Grand and petit jurors to serve at stated and special sessions of the Court shall be summoned pursuant to 28 U.S.C. §§ 1861–67, and the Plan adopted and approved by the judges of this Court and approved by the Judicial Council for the Court of Appeals for the Second Circuit. The selection of grand and petit jurors is made by random selection from voter registration lists and supplemented by, if available, lists of licensed drivers from the New York State Department of Motor Vehicles and tax filers from the New York State Department of Taxation and Finance. Court sessions, pursuant to 28 U.S.C. § 112, are designated to be held in the Northern District of New York in the cities of Albany, Auburn, Binghamton, Malone/Plattsburgh, Syracuse, Utica, and Watertown. For jury selection purposes under § 1869(c), this District is divided into divisions from which jurors are selected for the particular place where jury sessions are to be held. The divisions are as follows:
1. ALBANY DIVISION: Albany, Columbia, Fulton, Greene, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Ulster, Warren and Washington Counties 2. BINGHAMTON DIVISION: Broome, Chenango, Delaware, Tioga and Tompkins Counties 3. SYRACUSE: Cayuga, Cortland, Jefferson, Madison, Onondaga, and Oswego Counties 4. UTICA DIVISION: Hamilton, Herkimer, Lewis, Oneida and Otsego Counties 5. PLATTSBURGH DIVISION: Clinton, Essex and Franklin and St. Lawrence Counties A copy of the Plan for the NDNY for Random Selection of Grand and Petit Jurors is available upon request at the Clerk's office or on the Court's webpage at "www.nynd.uscourts.gov."
