4.3 Service in In Forma Pauperis or Government-Initiated Cases When the United States Marshal is directed by the Court to serve the summons and complaint, the Marshal may perform the functions of the "Clerk of Court" for the purpose of making service as described in Ohio R. Civ. P. 4.1.
