4.4 Service in a Foreign Country A request by a party to the Clerk to serve process in a foreign country by mail under Fed. R. Civ. P. 4(f)(2)(C)(ii) shall be accompanied by a certificate of the trial attorney or an affidavit of a party proceeding pro se that the attorney or party has determined that service by mail is authorized by the domestic law of the country in which service is to be made.
