Rule 71 Enforcing Relief For or Against a Nonparty

If a court order affects someone who is not officially part of the lawsuit, that person still has the same rights and responsibilities as the people who are parties to the case.

This means a nonparty can use the court's help to enforce an order in their favor, just like a regular party could. It also means a nonparty can be held accountable for violating an order, the same way a party would be.
