The rules for a lawyer referral service sponsored by a local bar association, nine rules. Rule 8-1.1 gives the policy: every citizen of the state should have access to the legal system, and a person's access is enhanced by the assistance of a qualified lawyer. The chapter then sets the requirements for establishing such a service, the bylaws it must adopt, the contents of its application and the approval process, the supervision and reporting it owes the Bar, revocation of approval, and the immunity of those who operate it.
