Rule 90.601 General rule of competency

Anyone can be a witness in a Florida court case. The law assumes people are capable of testifying unless another specific law says otherwise.

If there is a reason someone cannot be a witness, that reason must come from a separate law that spells it out. Courts cannot just decide on their own that someone is not allowed to testify.
