§ 2.11 Recommendation of Denial of Application

If the Board or the ARC (Applicant Review Committee) decides that someone applying to practice law has not shown they have the right character and fitness to be a lawyer, they will recommend that the application be denied. This means the applicant does not meet the personal qualifications needed for a law license, separate from passing the bar exam itself.

When this happens, the Clerk's office will send the applicant a written notice by certified mail, and the applicant will need to sign for it. This notice will clearly explain the reasons behind the recommendation to deny the application, so the applicant knows exactly why they did not qualify and what concerns were raised about their character or fitness.

This step gives the applicant important information. Knowing the specific grounds for denial allows the applicant to understand the problem and decide how to respond, whether that means providing more information, correcting a misunderstanding, or preparing to challenge the decision through whatever appeal process the rules allow.
