§ 2.3 Fees

When you apply, you have to pay the filing fee and the character report fee at the same time you submit your application. These fees cover the cost of processing your application and checking your background.

The filing fee cannot be refunded, even if you decide not to move forward or your application does not get approved. You also cannot transfer this fee to someone else or apply it to a future application.

If you submit your application without paying the required fees, the Clerk will reject it. However, this rejection is "without prejudice," meaning you can fix the problem and submit your application again. The only exception is if the Hawaiʻi Supreme Court has already issued an order waiving the fee for you before you submit your application.
