The Hawaiʻi Supreme Court has a broader set of rules, numbered RSCH 2.1 through 2.24, that already cover how attorney discipline cases should work. The Board created its own rules under the authority given to it by one specific part of those bigger rules, called RSCH 2.4(e)(6). Think of it like a company that gets permission from headquarters to write its own internal handbook, as long as it still follows the main company policies.
