Rule 82 Jurisdiction and Venue Unaffected

These procedure rules don't change where a case can be filed or which court has the power to hear it. In other words, the rules simply explain how a case moves forward once it's in court. They don't give a court new authority, and they don't take away authority it already has.

Jurisdiction (whether a court has the legal power to decide a case) and venue (which specific court location is the right place to file) are decided by other laws, not by these procedural rules. So if you're trying to figure out whether you're filing in the right court or the right place, you need to look at those other laws, not this set of rules.
