If a parent who did not consent to a case gets proper notice of a hearing but doesn't respond or show up to defend themselves, the court can still move forward without them. The person asking the court to act just needs to prove this happened, usually through a sworn statement.

This means the case doesn't stop just because one parent ignores it or refuses to participate. As long as that parent was properly notified about the hearing, the court can make decisions in the case without waiting for them or notifying them again. This rule exists so cases can move forward even when someone tries to avoid the process by not responding.
