Rule 3 Time Limits for Disposition

The court aims to decide cases within a set time frame. Once a case has been argued in front of the judges, or if it skipped oral argument and was decided just on written briefs, the court has 6 months to issue its decision. The 6 month clock starts either from the actual argument date or from when the argument would have happened if one had been scheduled.

This rule exists so cases don't drag on forever without an answer. If you have a case in front of this court, it gives you a general idea of when to expect a ruling after your case is fully submitted to the judges. The phrase "insofar as practicable" means the court will try its best to meet this deadline, but it's not an absolute guarantee in every single case.
