Court files, records, and papers have to stay with the court clerk. People involved in a case can't take these documents out of the clerk's office to keep or use on their own.
The only exception is when a judge needs the file for court business. In that case, the file can be taken out of the clerk's custody temporarily so the court can use it. Once the court is done, the file goes back to the clerk.
This rule protects court records from getting lost, damaged, or tampered with. It also makes sure the files stay available for anyone who has a legal right to see them.
