(a) Assistance of Bar. The Commission and the inquiry, hearing and review boards may call to their assistance other members of the bar.
(b) Supplementary Rules. Subject to the approval of the Commission, the inquiry, hearing and review boards may make supplementary rules concerning the procedures before the respective boards.

The boards that handle attorney discipline cases in Illinois can ask other lawyers to help them with their work. This means outside attorneys can be brought in to assist when needed.
Each board can also create its own additional rules about how cases are handled before that board. However, any new rules a board wants to make must first be approved by the Commission before they take effect.
