Here's what this rule means for people involved in a civil case appeal.
If you're appealing a civil case, you and the other side are encouraged to try mediation instead of just letting the court decide everything. Mediation means sitting down with a neutral person who helps both sides try to work out an agreement, rather than waiting for judges to rule.
Either side can ask the appeals court to set up this kind of mediation, or the court can decide on its own to require it. This gives everyone a chance to settle their differences without going through the full appeals process, which can save time and money for both sides.
This option doesn't force anyone to settle. It just opens the door for people to try working things out before the court makes a final decision on the appeal.
