If you get hurt and go to the doctor or hospital, you can show the bills for your care as evidence in court. This rule says those bills can be brought in without needing extra proof first.
It also means the bills are treated as reasonable right from the start. The other side would have to bring in their own evidence to argue that the charges were too high or not reasonable. Until they do that, the court will accept the amount on the bill as a fair price for the treatment.
This makes it easier for injured people to prove their medical costs in court. They do not have to bring in a separate expert just to say the bills were priced fairly. That job falls on the other side if they want to challenge the cost.
