These rules cover anyone who runs or wants to run a problem-solving court program in Indiana. This includes individual people, businesses, government agencies, nonprofits, and any other organization that offers these services to participants. It doesn't matter if the group is public or private. If they provide problem-solving court services, the rules apply to them.
Problem-solving courts are special court programs, like drug courts or mental health courts, that focus on treatment and support rather than just punishment. This rule simply sets the stage for the rest of the rules by explaining who has to follow them. If your organization runs one of these programs, or plans to start one, you need to follow the standards laid out in the rules that come after this one.
