Rule 1.1105 Discretionary

Judges don't have to issue a declaratory judgment just because someone asks for one. If a judge decides that ruling on the case won't actually settle the dispute or clear up the confusion between the parties, the judge can refuse to decide it.

This gives courts a way to avoid wasting time on cases where a ruling wouldn't really fix anything. For example, if there are other issues left unresolved that would still leave the parties fighting, the judge might say the case isn't a good fit for this kind of ruling. The point of a declaratory judgment is to bring clarity and end a dispute, so if it can't do that, the court has the option to pass on it.
