Rule 2.31 Compensation of appointed appellate counsel

If a person can't afford a lawyer and the court appoints one to handle their appeal, that lawyer still gets paid for the work. This rule explains how that payment gets decided.

The district court is in charge of setting the lawyer's pay, and it follows the rules laid out in Iowa Code section 815.7 to figure out the amount. So even though this is about an appeal, it's the district court, not the appeals court, that handles the payment decision.

For someone going through the appeals process with a court appointed lawyer, this rule just means their attorney will be compensated through this standard process. It does not affect the person's case or how their appeal is handled. It simply deals with how the state pays the lawyer for the work done.
