Rule 2.54 The complaint

When someone is charged with a simple misdemeanor in Iowa, the case has to start with a sworn complaint. This is a written statement, signed under oath, that lays out the charge against the person. It's the official document that gets the case moving through the court system.

This means police or prosecutors can't just verbally accuse someone of a simple misdemeanor and move forward with a case. There has to be a formal, sworn document on file. This gives the accused person a clear record of what they're being charged with and helps make sure the process follows proper legal steps from the very beginning.
