Rule 5.601 Competency to testify in general

Anyone can testify as a witness in court, as long as no other law or rule says they can't. There's no automatic ban based on things like age, mental state, or relationship to the case. The default assumption is that a person is allowed to take the stand and give testimony.

Some specific rules or laws might limit who can testify in certain situations, but those exceptions have to come from somewhere else. Without one of those exceptions applying, courts should let a person testify and let the judge or jury decide how much weight to give what they say.
