Rule 52.1 Authorization and scope

This rule explains where the commission gets its authority to make these rules. The Iowa legislature passed a law, found in section 602.2105 of the Iowa Code, that gives the commission the power to create its own procedures.

These rules cover everything the commission does. Any time the commission holds a proceeding, carries out its duties, or handles its responsibilities, these rules apply. This sets the foundation for all the other rules that follow in this chapter.
