Iowa Rules of Juvenile Court Services Directed Programs – 2026
How juvenile court services programs are funded and run, sixteen rules in four divisions. Rule 70.101's definitions set the terms, including at risk — a child referred to juvenile court services for a delinquency violation, or exhibiting behaviour likely to result in such a referral. Division II covers the money: the appropriation and allocation of funds, the allocation of Title IV-E Prevention Service reimbursement funds, availability and transfer of funds, the administration of programs within each judicial district, billing and payment, record keeping, and the annual contract compliance review. Division III covers noncontracted and court-ordered services — juvenile court services' responsibilities, the application process and expenses. Division IV covers early intervention and follow-up programs and graduated sanctions services: service eligibility, reporting requirements, the contracted services referral process and supportive enhancements.
