Plain-English Summary (for reference only — not a substitute for the rule text above)
This summary is not the rule. The rule text controls.
Judges and court staff need to handle these cases quickly and keep them private. This rule tells everyone involved that speed and confidentiality are top priorities when following the juvenile court process, matching what Iowa law already requires under Chapter 135L.
The rule also clears up who "the clerk" refers to whenever these rules mention that role. It means the clerk of the district court, or someone that clerk has chosen to act on their behalf. So if you see "clerk" mentioned anywhere else in these rules, know that it could be the actual clerk or a staff member designated to handle that task.
