§ 60-3203 Contents of certification order.

When a court sends a legal question to a higher court for an answer, it has to explain things clearly in what's called a certification order. This order must spell out exactly what legal question needs to be answered.

The order also has to include all the facts that matter to that question. It needs to explain the full background of the case so the higher court understands why this question came up in the first place. Basically, the sending court can't just ask a question in isolation. It has to give enough context so the higher court knows the whole story behind the dispute.

This matters because the higher court answering the question only knows what's in this order. If the order leaves out important facts or doesn't explain the situation clearly, the higher court might not have what it needs to give a useful answer. Courts writing these orders need to be thorough and clear so the process actually works.
