§ 22-2707 Issue of governor's warrant of arrest; recitals.

When the governor agrees that someone should be handed over to another state, he signs an arrest warrant to make that happen. This warrant gets sealed with the official state seal to show it's authentic. The governor can direct this warrant to a police officer or any other person he trusts to carry it out.

The warrant itself has to include the basic facts that justify why it's being issued. This means it can't just be a blank order. It needs to show enough information to prove that the arrest and handover are legally justified. This protects the person being arrested by making sure there's a paper trail showing the legal basis for what's happening to them.
