§ 22-4306 Inmates to be informed of provisions of this article; recordation.

When someone is sent to prison, the prison system has to tell them about their rights under this part of the law. This has to be done in writing, so the inmate gets an actual document explaining these rules, not just a verbal explanation.

The prison also has to keep proof that this happened. A record showing the inmate was informed goes into their personal file. This creates a paper trail confirming the inmate received this information, which can matter later if there's ever a question about whether they knew their rights.
